Please try the below steps.
A) Add this to your .htaccess file at the root of your WordPress installation just before the # BEGIN WordPress line:
SetEnv MAGICK_THREAD_LIMIT 1
OR
B) Copy the below code and add into functions.php file

return array( ‘WP_Image_Editor_GD’, ‘WP_Image_Editor_Imagick’ );

{1}Change folder Permissions:
Connect to your website using the FTP client and then go to /wp-content/ directory. There you will see /uploads/ folder. Right click on the uploads directory and select file permissions.
Change these settings:
Numeric Value: 744
Recurse into Subdirectories: Tick the checkbox.
Select the Apply to Directories Only radio button.
{ii}Deactivate All of the Plugins:
First deactivate all the plugins and try to upload image and see if that fixes the issue.
{iii}Increase Memory Limit
using php.ini file
memory_limit = 64M ;
using wp-config.php
define('WP_MEMORY_LIMIT', '64M');
